After graduating from the Faculty of Law of the University of Tokyo Haruhiko Kato joined the Ministry of Finance in 1975. He was appointed Director-General of the Tax Bureau in 2007, and became Commissioner of the National Tax Agency in 2009. From 2011 to 2015 he was President and Chief Executive Officer of Japan Securities Depository Center, Inc. From 2015 to 2019 he served as Director and Representative Executive Officer President, Japan Securities Depository Center, Inc.
